April 13, 2011 by J Daniel Hollinger Leave a Comment

Schools that are considering starting a school division, such as an upper school, middle school or lower school should conduct a feasibility study before proceeding. Although schools may believe there is a market for additional grades, an objective analysis is critical to avoid pitfalls and achieve the best possible outcome. The feasibility study would typically include an assessment of all or some the following:

  • Internal and external markets, and competition
  • Real estate, including environmental and zoning issues, and geographic considerations
  • Financial feasibility, including startup and operational costs
  • Cultural considerations, such as the impact on the existing school culture and community
  • Operational feasibility taking into consideration the proposed location of the new school
  • Timeline for the formation of the school
  • Marketing plan
  • Some of the questions that need to be addressed are:

  • What is the demand among current parents and among the general public?
  • How many students are likely to enroll?
  • What will prevent families from enrolling?
  • What will generate confidence in the new division of the school?
  • What is the response to the proposed new school?
  • What level of tuition will parents pay?
  • What are the most effective strategies for student recruitment?
  • What are the essential capacities to start and operate the school?
  • What are the obstacles that need to be overcome to achieve success?
  • What strategic and financial support is available to start and operate the school?
  • What types of facilities are needed for the school?
  • What are the financial assumptions and costs to start and operate the school?
  • A telephone survey is typically the best way to study the internal and external markets. The market study also needs to include an analysis of the supply and the competition.

Zoning, construction and location issues are major considerations for schools and need to be studied carefully. The unique requirements for schools must be fully researched and understood.

The financial feasibility must be studied carefully and objectively. It is easy for those who want to The financial plan should include the startup and operational costs for the first five years.

Engaging the current school community in the process is essential. The views of parents and teachers need to be taken unto consideration. Their support will be critical to a successful expansion.

The addition of a new school will have significant operational implications, especially if the new school is located on a different campus than the existing school. It is essential to consider and plan for operational changes.

Assuming the recommendation from the feasibility study is to proceed with the project, a timeline for the school formation must be prepared.

Effective marketing will be one of the most important parts of the project. Recruiting families and achieving enrollment goals will be critical to the success of the project and the school.
